It has come to our attention that a phishing email has been directed to firms in the active Southeastern Pennsylvania Transportation Authority (SEPTA) Directory of Certified Firms. The email was not generated by SEPTA. Any emails being sent by the software system SEPTA utilizes for certification applications and annual review monitoring will always come from septa@dbesystem.com. Please do not click on any links or open email attachments from suspicious sites. Please click here to view a copy of phishing email.

Notice to All DBE/ACDBE Firms:

Important Action Required: DBE/ACDBE Reevaluation Process

Effective October 3, 2025, the U.S. Department of Transportation (USDOT) issued an Interim Final Rule (IFR) that changes eligibility standards for the DBE and ACDBE programs nationwide.

A formal reevaluation process for all currently certified DBE/ACDBE firms has been implemented.

Action:

All certified DBE/ACDBE firms must complete the reevaluation process.

Failure to submit the required materials may result in removal from the DBE/ACDBE directory.

This is not automatic recertification. Each firm must demonstrate continued eligibility under the updated federal standards.

What to Submit:

Firms must prepare and submit:

  • • A completed Personal Net Worth (PNW) statement (All required supporting documentation)
  • • A personal narrative
  • A certification reevaluation guidance video can be viewed at https://www.youtube.com/watch?v=SL_ZdSe2g-k. (See video PowerPoint under “Additional Information”)

Firms are strongly encouraged to submit their materials immediately to avoid delays or potential removal from the directory.

Certification Status During Reevaluation

Until your firm’s reevaluation is complete, certification status remains subject to review under the new federal standards.
